Public Housing

Concord Housing + Redevelopment provide for hundreds of New Hampshire’s families, our elderly residents and disabled citizens through its ownership and management of 262 public housing units within the cities of Concord and Penacook. Residents of these units pay 30% of their adjusted annual income toward rent. All utilities, except for cable, internet and telephone, are included in the rent amount. Federal funds, as administered through HUD, subsidize the operation of this program. The John F. Kennedy and Crutchfield Apartments are designated for elderly (over 62 years of age) and/or disabled households. The Boucher Apartments are designated for near-elderly (over 50 years of age) and/or disabled households. Ceriello and Haller Apartments are for all eligible families.

Pitman Place/Thompson Square

Concord Housing + Redevelopment manages these affordable, 1-bedroom units located in the Crutchfield and John F. Kennedy Buildings. Applicants must be disabled and meet income and other eligibility guidelines. Residents of these units pay 30% of their adjusted, monthly income toward rent. All utilities, except for cable, internet, and telephone, are included in the rent amount. After completing an application, CH+R makes an initial determination of eligibility based on income and family size. Date of application determines the order of applicants on our wait list. Eligible applicants will receive notification of their approximate wait time for their name to reach the top of our wait list.

Public Housing Income Limits

To be added to the Public Housing wait list, applicants must be at or below these income guidelines based on their household size. Applicants also need to meet income limits upon intake. These numbers reflect income limit categories as reported by HUD. Income limits are based on Fair Market Rent (FMR).

Other eligibility requirements:

There are six eligibility requirements for admission to public housing:

  • Household meets CH+R ’s definition of family;
  • Household’s annual income may not exceed the applicable income as published by HUD (see above);
  • Household meets the documentation requirements of citizenship or eligible immigration status;
  • Household members provide Social Security number verification;
  • Signature of applicable consent forms by all family members age 18 and older;
  • Household members meet CH+R ’s screening criteria, including criminal background check.

CH+R Public Housing Properties

Pitman Place

Eleven, one-bedroom units located in the Crutchfield Building at 15 Pitman Street were constructed in 2012 with special funding through NH Housing Finance Authority. These units are designated for people with disabilities.

Thompson Square

Six, one-bedroom units located inside the John F. Kennedy Building at 1 Thompson Street were constructed in 2014 with special funding through NH Housing Finance Authority. These units are designated for people with disabilities.

Ceriello Apartments

Nine townhouse style units with hook- ups for tenant-provided washer and dryer. These two and three-bedroom units are available based on family size and are located on Liberty Street.

Haller Apartments

Fifty townhouse style units located on Jennings Drive with one designated parking space assigned per unit. Based on family size, one, two, three and four- bedroom units are available.

Boucher Apartments

Sixteen units spread between three, two-story buildings located on Community Drive in Penacook. A mix of studio and one-bedroom units designated for households with at least one member aged 50 or older.

John F. Kennedy Building

Located at the corner of 1 Thompson and South Main Street, this 10-story high rise with two elevators has 82 studio, one, and two bedroom units designated for elderly and/or disabled households.

Crutchfield Building

Located at 15 Pitman Street, this 7-story high rise with two elevators has 105 studio and one-bedroom units designated for elderly and/or disabled households.
